Exiled Psionic

Like the Terminal Psionic, the Exiled Psionic has developed psionic powers beyond the norm. Unlike the Terminal Psi, the Exiled Psi not only survives the experience, but rises to a near-godlike level of power. Unfortunately, this plane of existence cannot handle that power, and the character has been forced to open a gateway to the Planes of Exile and leave behind his home world forever...
Alignment Restrictions: None
Attribute Restrictions: M.E. of 18 or higher
Bonuses/Penalties: +6D6 M.E.
Saving Bonuses: +15 to save vs psionics, mind control,
possession, and mind-altering drugs.
Basic Psionic Abilities: Automatically has the following: Astral Projection, Telekinsis: Superior, Telepathy. The Terminal Psi also recieves 20 super psionics and 60 lesser psionics. I.S.P. is M.E. x 500 + 4D6 x 100. The Terminal Psi is an energy spirit which can only be harmed by psionic,. magic, or chi abilities. In the natural form and in the new home dimension, the Exiled Psionic has 25 times the range and duration of all powers and 10 times the damage
The Price of Power: There is a good reason these guys are called Exiled Psionics. They channel so much raw psionic power that they cannot exist in our world without inflicting great harm (random rifts, milllenium storms, etc. use your imagination), but they also take damage at a rate of one H.P. per minute they exist in a dimension such as ours (this is due to their energy being disrupted by the psychically impure nature of the mortal plane). They can only interact our world through apparitions and avatars.
Special ability: Apparition: The Exiled Psionic is able to appear to the mortal plane as an energy being. In this capacity, the Terminal psionic is able to communicate through mediums. The apparition can also use psychic powers from accross the dimensions (jsut the normal power level though). The Exiled Psionic can only manifest in one location under normal circumstances. This is the location in which he transcended, or a location which was favored in his mortal life. An Avatar can summon this entity in other locations however.
Special
Ability: Create Mortal Avatar: The Terminal psionic can bestow any
psionic ability that he possesses to any mortal which he desires. This
bestowment is permanent until the Avatar dies or the power is revoked. Using
this ability deprives the Exiled Psionic of 10 I.S.P. per lesser psionic
bestowed and 20 I.S.P. per super psionic bestowed until the Avatar dies or the
Exiled Psi takes the power back. The Exile can raise a non-psionic's I.S.P. to
M.E. x 5 or raise a psionic's I.S.P. up to double the original amount. This
raise is also transitory and should be kept track of separately from natural
I.S.P. Each five points of I.S.P. which the Exile grants to the Avatar deprived
him of one I.S.P. until they are revoked. The I.S.P. is not automatically
restored to the Exile, but begins to regerate normally at this point.
A person can only become an Avatar in the Exiled Psionic's favored location or
in the presence of another Avatar who can summon the entity. Each Mortal Avatar
can summon the Exiled Psionic once per day for 100 I.S.P. (actually, this is a
request for an audience and opening a gateway for the enitity to access our
world through, the Exile can say "no"). The Exile can also replenish
the I.S.P. of the Avatar (costs the Exile I.S.P. on a one-to-one basis but this
I.S.P. is regained normally). Experience gained through this Avatar does not
increase the Exile's own level. The Exile is capable of conveying information
to, possessing, etc. a Mortal Avatar at any time (-6 to save vs. unwanted
possession by the patron Exile). The Exile can create 2D4 Mortal Avatars, plus
1D4 per three levels at the same time. When one Mortal Avatar's power is
revoked or destroyed, the Exile cannot create a new Avatar using that slot for
3D4 weeks.
The Exile can purchase special abilities for the Avatar, but a maximum of 125
I.S.P. may be spent on each Mortal Avatar (including psionics)
Special
Ability: Create Astral Avatar: All abilities of the Mortal Avatar, but
this avatar is an actual astral projection of the Exile given flesh. The Exile
crafts the body and powers of this form very carefully. The Avatar will have
all of the skills and personality of the Exile, though they often create a
persona and act a little differently in each form (it's their idea of fun, the
Exile is almost like a role-playing game player in this regard). All of the
Mortal Avatar abilities are present in this Avtar, with a few extra abilities,
which cost I.S.P. Just like the Mortal Avatar, any I.S.P. invested in an Astral
Avatar cannot be used by the Exile until the Avatar is negated. Unlike the
Mortal Avatar, the Exile cannot edit an existing Astral Avatar (it's either
leave it alone or start over). Inital body construction cost: 125 I.S.P.
Note: These Avatars are still SDC beings in Rifts, but have 10
x the S.D.C.
The Exile can create 1D4 Astral Avatars, plus 1D4 per five levels at the same
time. When one Astral Avatar is revoked or destroyed, the Exile cannot create a
new Avatar using that slot for 12D6 weeks.
The total I.S.P. cost for the Astral Avatar, including the initial creation
cost, can be no more than 300
Astral Avatars cannot leave the dimensionin which they were created without
losing half the effectiveness os their psionics powers until they return. They
can also NEVER go to the Exile's dimension without being destroyed and forever
costing the Exile the I.S.P. that went into them. All Astral Avatars are
extensions of the will of the Exile and as such always know everything that
happens to the Exile or any other Astral Avatar (or Mortal Avatar that the
Exile is monitoring)
First, roll for attributes the same way you would roll for a normal human. Then give the Avatar 6D6 H.P. + P.E. and no S.D.C.
Extra Limbs (can be arms, legs, wings, or the ability to generate tentacles and is identical to the corresponding Heroes Unlimited power) costs 40 I.S.P. per pair of limbs
Skills: Use the skills of a Mind Melter in Rifts or use any education level in Heroes Unlimited (but remove one skill program)
Cybernetics: The true Exiled Psionic and the Astral Avatar cannot receive cybernetics, but the Mortal Avatar can (but probably will not do so)
The Terminal Psionic uses the Mind Melter experience table, but quadruple the numbers. Note: IT is usually through Astral Avatars that the Exiled Psi gains experience
